A taxpayer watchdog group is questioning if the state can legally give two million dollars to a private non-profit agency. The gift comes from an extra two million dollars given to the Department of Agriculture. That department says it didn't ask for the extra money, but lawmakers directed they give the money to the Oklahoma Youth Expo. The Oklahoma Council of Public Affairs says the state may not be legally able to make that kind of donation.
