TULSA — The Oklahoma State Bureau of Investigation (OSBI) says two fugitives are in custody after eluding law enforcement for more than a week. Joshua Schneider, 33, was taken into custody Saturday afternoon shortly after his girlfriend, Heather Black, 37, had turned herself into police.After Black was in custody police began a search of a wooded area near East 91st St. South and Highway 169 in Tulsa. Within minutes Schneider was in custody. Schneider was wanted on two felony warrants, one for false declaration of ownership to a pawn shop and a second warrant for failure to register as a sex offender. Black was being held on a child neglect charge.OSBI also wanted to interview Schneider in the homicide of Tiffany Maher, an NSU professor in Tahlequah found dead in her home in May.Schneider and Black were taken to the Tulsa County Jail.
